Constitution of the Surrey Drama Teachers’ Association
This constitution shall take precedence over all previous constitutions effective Jan 1st 2011.
ARTICLE 1
The name of this organization shall be the :
Surrey Drama Teachers’ Association (SDTA)
ARTICLE 2
The purposes of this organization are:
2.1 To provide a permanent organization of the Drama/Theatre Teachers of the Surrey School District.
2.2 To promote and direct multi-school theatre arts activities in the Surrey School District that will encourage student learning, cooperation amoungst different schools, and a greater appreciation of theatre as an artform. This can include, but is not limited to, producing an annual fringe festival, tech fringe, and Surrey regional drama festival.
2.3 To provide professional development opportunities for teachers within the area of drama and theatrical arts.
2.4 To provide a venue for collaboration and resource sharing amounst theatre teachers and their respective schools in Surrey.
2.5 To aquire and manage shared drama/theatre assets that can be used at member schools for student learning.
2.6 To advocate for the needs of drama teachers and their students in Surrey to the Surrey School District management, in a variety of departments.
2.7 To represent, provide a voice for, drama/theatre teachers within the District by communicating with our Drama PSA (ABCDE), the Union/Local (BCTF/STA), the District (SD 36), the corporate sector of Surrey, the regional post secondary theatre arts programs, and the greater arts community.
ARTICLE 3
The membership of this organizations shall comprise of:
3.1 Active members (any current member of the ABCDE who is also a drama / theatre teacher in Surrey, or any teacher in Surrey that is involved with their schools theatre program and a current member of the ABCDE)
3.2 Associate members (any student teachers or members of the local theatre community / industry who wish to join and pay the membership fee)
ARTICLE 4
This organization shall comprise the following:
4.1 An SDTA Executive is made up of a minimum 5 members elected amongst active members at the final meeting of the school year in June.
4.2 An SDTA Executive Committee selected by the members of the SDTA and comprising the following positions:
4.2.1 President
4.2.2 Vice President
4.2.3 Secretary
4.2.4 Treasurer
4.2.5 Communications Director
4.2.6 Health & Safety Officer
4.2.7 Past President
ARTICLE 5
All financial dealings shall be done through the appropriate channels. The signing officers of this organization shall be the Treasurer with either the President or the Vice President.
ARTICLE 6
6.1 All amendments from within the association shall be passed by two-thirds (2/3) of the SDTA membership in attendance at a given meeting, providing said amendments have been posted for member information and response for a minimum of one month prior to the vote on the amendment.
6.2 Notice of an amendment will be sent to membership by Email,
6.3 An amendment may be proposed at any general meeting if it has been passed by the Executive and presented with a signed minute.
6.4 An amendment may be proposed at any general meeting if it is presented by a signed petition representing twenty percent (20%) of the current membership.
BYLAWS
BYLAW 1 – GENERAL MEETINGS
1.1 There shall be a minimum of three general meetings during the school year:
1.1.1 There shall be a general meeting in September of each year for the purpose of selecting the SDTA Council.
1.2 An additional general meeting can be called at any time by the President at the request of the majority of the SDTA Executive.
1.3 A general meeting shall be called by the President on receipt of a petition representing at least forty percent (40%) of the active membership. The date must be at least fourteen (14) days after the receipt of the petition by a member of the Executive Committee. The time of the meeting must provide for participation by any group of members who are required to be involved in the run of a show.
1.4 Notice of the general meeting shall be posted by Email to all members as per their Email address on the Surrey school district system.
BYLAW 2 – ELECTIONS
2.1 SDTA Executive representatives:
2.1.1 Elections of the SDTA Executive shall take place at the first SDTA general meeting of the school year.
2.1.2 Nominations shall be taken from the floor. Nominees must be active members of the association. In accepting a nomination a member must commit to attending meetings called by the SDTA and/or SDTA Executive Committee.
2.1.3 Where multiple candidates are running for one particular position there shall be an opportunity for candidates to address the membership prior to the vote.
2.1.4 Voting will be done on ballot slips, counted by two members of the SDTA not involved in the competition, and read aloud/announced in front of the membership.
2.1.5 Elected members of the Executive Committee are expected to attend weekly meetings.
2.2 Annual Election Results:
2.2.1 Results of the September elections shall be reported to the STA and the ABCDE not less than seven (7) days after the selection of the Executive Committee.
BYLAW 3 – ELIGIBILITY
3.1 Only active members of the association who are in good standing shall be eligible to hold office as members of the Executive Committee.
BYLAW 4 – DUTIES OF EXECUTIVE COMMITTEE
President
4.1.1 Chairs meetings of the SDTA Executive Committee and all SDTA general meetings.
4.1.2 Is the official spokesperson for the association
4.1.3 Is the liaison between the Surrey School District Management and the SDTA
4.1.4 Shall be an ex-officio member of all committees
4.1.5 Shall be a signing officer of the association together with the Treasure 4.1.6 Is responsible for making sure that all members of the Executive are doing their duties
4.1.7 Whenever possible, shall try to attend all theatre productions happening across the district.
4.1.8 Shall lobby the school district for properly equipped theatrical spaces in all new secondary school facilities
4.1.9 Continues to come out in strong opposition to the concept of “district theatres” such as the one in Sullivan Heights Secondary. Lobbying for all professional theatre’s in Surrey schools to be turned into educational facilities operated by the theatre instructor for student use.
4.1.10 Represents the SDTA at the STA LSA Day in January and builds networks with other Fine Arts specialty areas, which will lead to greater cross curricular collaboration at the district level.
4.1.11 Is the liaison between the Surrey School Learning Resources Rep. and the SDTA, making sure that only the most useful and best quality drama/theatre resources are being used/placed in the district learning resource ordering catalog.
4.1.12 Works with the ABCDE Zone Rep, SDTA Executive and SDTA active members to produce / facilitate three major annual events: the Surrey One Act Drama Festival, Act One IE Drama Festival and Act Two IE Drama Festival.
4.1.13 Works with the Treasurer and SDTA Executive to determine how to use the STA/LSA Operating and LSA Event Grant money each year.
Vice President
4.2.1 Assumes the duties of the President in his/her absence
4.2.2 Will take input from membership and be responsible for the STA pro-d day events held each spring.
4.2.3. Assumes such other duties as are requested by the President
4.2.4 Shall reach out to members that are not attending SDTA events and try to grow collaboration /representation from all Surrey secondary schools at our events
Secretary
4.3.1 Maintains the minutes of General and Executive Committee Meetings
4.3.2 Receives and sends correspondence relating to the SDTA internally to the Executive and/or Active Membership. This includes sending out a copy of meeting minutes within 7 calendar days from when the meeting took place.
4.3.3 Creates and maintains the active drama teachers contact list. This will include the teachers: school, e-mail, and phone number
4.3.4 E-mails out the meeting agenda one week prior to an Executive or General Meeting.
4.3.5 Remains aware of the location, storage and use of the district drama scaffold, and two sets of masks
Treasurer
4.4.1 Shall be a signing officer of the association together with either the President or the Vice President
4.4.2 Prepares an annual budget for the association for approval by the SDTA Executive and for the information of members at the June general meeting.
4.4.3 Keeps accurate financial records
4.4.4 Reports on current financial status to each SDTA meeting.
4.4.5 Makes sure that all guest artists and other expenses for SDTA events are paid for each year.
4.4.6 Makes sure that all membership fees and other fees given to schools or individuals are collected
4.4.7 Makes sure that the SDTA applies for all LSA funding/grants provided by the STA and similar organizations
Communications Director
4.5.1 Manages and consistently updates the Surrey Drama Teachers’ Association Website
4.5.2 Manages all SDTA public communications and the marketing of SDTA events
4.5.3 Builds relationships with the Surrey Now, Leader and White Rock community newspaper Arts columnists, having performance / event promotion and results published.
4.5.4 Communicates with the BC Arts Council and makes sure that all Surrey theatre events taking place during the BC Arts and Culture week are publicized through their organization
4.5.5 Lobbies the Surrey District Fine Arts Helping teacher to increase funding for district theatre events and improve district fine arts rental equipment
4.5.6 Communicates with membership about their current season of theatre and both posts the information on the SDTA website and creates a poster that is sent out to all schools with this information on it.
4.5.7 Works with the Surrey business community to create sponsorships for our events and scholarships for our Surrey theatre students.
4.5.8 Reports on the current external communications status at each SDTA meeting.
BYLAW 5 – PROCEDURE
All procedural matters shall be governed by Robert’s Rules of Order, Newly Revised: if possible.
BYLAW 6 – QUORUM
6.1 A quorum for general meetings of the SDTA shall be two (2) of the active members
6.2 A quorum for an Executive meeting shall be two (2) of the members
6.3 Select Executive meetings can be done over district e-mail
BYLAW 7 – REMOVAL FROM OFFICE
Where a member appointed to an executive position does not fulfill the responsibilities of the position, the member may be removed from the position as follows:
7.1 That person shall be removed from the position by a two thirds (2/3) vote of the members at an SDTA meeting. The person will continue to be a member of SDTA
7.2 Where a member is removed from an Executive role, the membership shall select an alternative member to assume the duties of that role.
7.3 Where a member is removed from the SDTA Executive, the Executive may appoint another member of the association from the appropriate program option to fill the position.
7.4 Removal from the Executive Committee shall be considered for any action by the member that is deemed detrimental to the work of the association and can include, but not be limited to:
- ongoing failure to attend scheduled meetings and accomplish tasks
- failure to remain in good standing with the BCCT and BCTF
- acting in a manner that brings the association or its members into disrepute
- being charged with any offence under the Criminal Code
BYLAW 8 – MEMBERSHIP FEES
The membership fee shall be the fee as approved by the SDTA.
BYLAW 9 – COMMITTEES
9.1 Committees shall be appointed by the Executive Committee, but the Executive Committee shall take responsibility for supervising and controlling the activities of all committees.
9.2 The SDTA Membership shall be informed about any committees established by the Executive Committee at the first meeting following the establishment of said committee.
BYLAW 10 – BUDGET
10.1 The Treasurer shall prepare an annual budget for the operation of the association for approval by the SDTA Membership. The annual budget may not show a deficit and must provide for a carry-over for the incoming Council in the year following.
10.2 The annual budget shall be e-mailed to all membership for the information of the members of the association prior to the general meeting in June.
10.3 The Treasurer shall receive all funds resulting from SDTA activities, unless otherwise agreed upon between a host school and the SDTA Executive, and shall be responsible for all financial disbursements approved by the SDTA Council.
10.4 The management of funds shall be done in accordance with the requirements of the BCTF according to the appropriate bylaw of the BCTF
10.5 Where the operation of the association results in a projected budget surplus, the Executive Committee shall, by April 15, consider the dispensation of the surplus amount for the approval of the members.
10.6 All expenditures of funds generated by the association, its committees or by donation to the association shall be for the greater good of the members of the association or shall be for initiatives that enhance the standing of the members of the association in the community.
BYLAW 11 – INTERPRETATION
Nothing in these bylaws shall be interpreted in a manner contradictory to the SDTA Constitution, Code, rules, regulations or policies enacted from time to time by the BCTF / STA.
